A straightforward way to stop MSIE 6 and 7 protect by default needed

MSIE protects users to a degree they often don’t need. By default, it prevents loading and executing ActiveX modules, makes users declare they trust sites, signatures, etc.
MSIE acts like a totalitarian ruler. Everything is prohibited until a special explicit permission is granted…

Most protection settings are modifiable but modification is time consuming as almost everything is prohibited by default.

What is needed? A simple way to make MSIE stop protect by default and let users activate protection if they think it is necessary.
How to make MSIE democratic by default?
