Abnormal characters in harddisk

I wanted to format a Toshiba notebook harddisk, but I can’t even repartition it using FDISK.EXE. All I can see is some funny looking symbols which doesn’t make sense at all. The last person who uses this notebook is not contactable hence I really have limited info. Will a low-level format help? And how can I do a low-level format? Thanks!
