about windows server 2000.

The Administrator of local machine in Windows Server 2000 is able to configure Microsoft Outlook but send/receive of mails is not done as the machine is set in network and able to access network and internet explorer.
At the same time if we dothe domain login we can configure outlook send/receive of mails is done easily what is the reason behind it ?
