About WINPROXY and ICS

ICS is only used to configure internet connection in case we have DHCP only or it can be used whenever on the network even if we have static IPs on the network.
When do we use Win proxy in these two cases what about win gate Is there any configuration done on the client or we only configure the computer connected to the internet.
please help and give me information on this
