Access 2003 Database opens Read-Only!

Hi,

I have an access 2003 database that is shared on a network folder. A user with Read-Write access can open the database fine as long as no-one else has it open. If another user opens it with Read-Only access then the user with Read-write access opens in RO mode. A .ldb file is created though but the option to save is greyed out. When I look on the server to see what files are open I see RW user has the file open and there are 2 entries. One is with RO access and the other is with RW access. I moved the database to a local hard drive and I still have the same issues.
