Access to other mailboxes

Using Exchange Server, it is possible to open every other user’s inbox. You can’t respond to any of the messages – but you can drag and drop from the other person’s inbox into your own inbox – and respond, forward or whatever from there. Our tech can’t work out how to prevent access to all other mailboxes. Any ideas?
