Accessing Microsoft Access

Is there a way you can access Microsoft Access in multi-user mode thats on a Windows XP Workstation over the internet without installing Server 2003 and Citrix and have the ability to have 20 to 25 users log into it? I’am looking for the best way without spending a lot of money on user license’s etc. Appreciate any help i can get.
