Account Operator on standalone NT server

I have an NT 4.0 Enterprise Edition server that is not a member of a domain (standalone). I would like to be able to give one of the local user accounts the ability to change passwords of normal users. Since the Account Operators local group doesn’t exist on a standalone server, I was wondering if this is possible without resorting to making this particular user account a member of the Administrators local group. To put it another way, is there any way to make a user account behave as if it is an Account Operator on a standalone server?
