Acer Travelmate 4070 Power Problem

I have an acer Travelmate 4070 series laptop. My laptop power light blinks orange then green when both power supply and battery is plugged in. I’ve take out the battery and tried with just the power supply there is no power what so ever no lights on the laptop. Power supply is brand new and has the little green led light on. I take out the power supply and only put in the battery I get the flashing lights again. Is this my power jack on the motherboard that’s bad or the motherboard itself? Any help would be greatly appreciated.
