Activate File Server Resource Manager (FSRM) on a active cluster node

We have a cluster with 2 node and it is 2003 R2, how can I activate File Server Resource Manager (FSRM) without braking the node. When I try to add the role it tells me that it is on a cluster environment and it cannot be done. Any way out? Thanks.
