Activate FSRM on a cluster.

I have a cluster with 2 node on windows 2003, I like to use FSRM (File Server Resource Manager) on it, it is not allowing me to install FSRM as it is on a cluster environment.
Do I have evict the node in order to activate FSRM or is there any way to activate FSRM on cluster nodes without touching the cluster resources.
