Activate Screensaver

I’m running NetWare 4.11 on 95 desktops and a new ScrSvr policy was sent out to initiate on client desktops. This is no problem except that the users have to activate the screensavers manually at least once in the morning in order for it to work again throughout the day automatically. Once the user reboots and leaves for the night they have to do it again the next day.
It has something to do with the user.dat but instead of manually visiting each PC, what can I do to make it easy on myself?
