Active Desktop/Active Directory Win2k,XP

When I enable and force an active desktop via Active Directory I am encountering the strangest problem. None of my web links will open unless a IE shortcut is VISIBLE on the desktop. This is being implemented from a Win2k3 Server to XPsp2/2Ksp4 clients. Testing w/ 2k. PLEASE help. Thanks
