Active Directory

I am having problems with AD Replication. I have three servers on the local network and several remote that another agency is on. DC A talks to all the other DC’s except DC B. DC B does the same. It talks to all the other DC except DC A. Any ideas on where to start. All the other DC’s talk to each other fine.
