active directory issue

i am trying to figure out why when i shutdown one domain controller at our one site the other domain controller does not authenticate users but our second site domain controller does for the users in it’s site.

The only difference between servers is one has sp1 and the one not authenticating has sp2. We are running in a 2003 native mode domain.
