Active FTP from behind Isa behind a Cisco ASA firewall

I am having a problem using the XP command line ftp to remote servers. I can login to the remote server but as soon as I try to PUT or GET it hangs or shuts down the connection. The ISA isnt blocking anything but it IS routing. I CAN upload files using passive ftp with windows explorer.

I am getting an error on the ASA refusing the connection saying 2 ip addresses. Spoofing is NOT turned on. inspect ftp IS enabled, however active FTP cannot get through the ISA.

any help would be REALLY REALLY appreciated.
