Add and Remove Program Error

When ever I go the control panel and select add/remove programs I get the following error.

wrong number of arguments or invalid property assignment
res://sp3res.dll/dfault.hta
Line:84

But once I click OK on the error message it lets me add or remove a program.

Any ideas?
