Add multiple user accounts 2003 server

We have recently installed a Windows 2003 server onto one of our domains. I want to add multiple user accounts to active directory and setup the associated home folders with relevant permissions. The csvde command is useful for adding accounts but has limited functionality. Can anyone suggest any commands, scripts, websites or utilities that might do the job?
