Adding appliction Icons to quick launch in termainal services

I?m configuring my 2003 terminal server user
policy. I would like to add application icons
to quick launch when new users profile is first
created. I have created TS User GPO polices
for users and researched for a way to add the
application icons on user profile creation with
no luck. I have tried to find a way to add the
application icon to the Default User, All Users
or Administrator user profiles on the terminal
server. Every time the new user profile is
created, I have to go to Test User\Application
Data\Microsoft\Internet Explorer\Quick Launch
and add the icon. I would like this to
automate when a new user logs in.

Please let me know how I might do this.
