Administrators are not getting full access on domain.

I installed Windows Server 2008 on virtual pc and I am editing user polices for users that are in a domain. The process was going well, till something that I might have possibly set which I’m not sure if I did or not. Administrators can’t do hardly anything when they login to a computer thats on the domain

What are some areas that I can adjust to grant full access back to Administrators?

NOTE: I was editing this in Group Policy Manager.
