aftermath malicious software infestation

The computer was infected with the malicious Antivirus 2008 (aka anti virus XP, AV 2009) and using Spyware Doctor I successfully removed it, however, now that almost everything is normal again, one thing is still a problem. I cannot restore the active desktop at all. The desktop wallpaper cannot be changed as the selections are all greyed out. How do I fix this?
