AGP/PCI Dual Monitor problem

I have my Radeon 7500 AGP set as primary in the BIOS (so that the TV tuner will work). And have a S3 Virge as the PCI to achieve dual monitors. If the PCI is set to primary in the BIOS then the TV tuner doesn’t work. If I have the AGP set as primary, the dual monitor does not work because it does not see the PCI anymore. Somebody must have seen this before…it should work…or am I just SOL? I have updated all drivers (except the S3 Virge is no longer supported anywhere). Thanks for any ideas.
