All Excell 2007 Workbooks open as Read Only

My boss is having problems with Excell 2007. Every workbook that he opens, opens as read only. It doesn’t matter if it was sent to him in an email or on his computer or on the server. We have looked everywhere to resolve this but can’t find the answer. Help Please
