All i get is the background

dont know what happened,turned on computer and all i get is the background to the desktop. No program listing and thats it. It boots real good and in safe mode all i get is a black screen and the corners say safe mode still no programs listed.in safe mode it says the “32fat files are missing” Can you help me,or do i need to give more information.
