All permissions removed from file?

I have a front page web directory that
contains 3 files that a user removed all permissions from.
I do have ownership of the folder and files, but I can not change the permissions, or remove the file.
The folder (D:\web)is everyone FC,
me FC, and the user FC.
D:\ is everyone FC.

How can I change the permissions on this file so I can delete it?
