Allow users to add fonts via group policy

XP clients in a Server 2003 enviroment

I work for graphics design company and we have many designers that need to be able to install fonts. Recently we’ve been locking things down tighter and tighter. However when we removed all the designers from the local admin accounts they were not able to install fonts anymore. If I give them permisions on the fonts folder they can. Is there a way to do this through group policy though, instead logging in to each machine and giving each person the rights they need?
