always empty RUN list

For some reason, the list on this tablet pc on Start > RUN is always emptied at startup. I can type msconfig or regedit and I will see them getting added to a list, but once I do a log off or restart, the list is gone and that RUN box is now empty. I don’t think my cCleaner is doing this but where are they going?
