Amanda Cygwin TCP Socket Creation.. Challenging!

I have 2 Windows Server 03′ boxes configured and backing up just fine with Amanda’s 2.5.1p1 client. I’ve replicated that client configuration to my 3rd windows box which is Windows Storage Server 03′ but when amandad tries to create a TCP socket I see this in inetd_err.log::
