AMD Thunderbirds and Fan ?

I have a customer who bought an AMD Thunderbird 1.1 Ghz system and the were set up with a 7000 RPM cooling fan. This thing runs very loud. Do the AMD run so hot that you need this type of fan or was that over kill.
What is the effect if I just use a fan designed for a socket 370 board?
