any way to backup server settings to transfer to new server?

i just started at this job a week ago and one of their servers is going down in a hurry. i backed up all data on it but is there any way that i can backup things like settings and policies to transfer to new server? network is a mess but this is happening within a few days. (services, dhcp, terminal services settings and so on….)
