Apply group policy for an ou

Please help me,

When I made new ou in win server 2003 standard edition domain.and I made for it new group policy to apply small passwords like 123 but when I made a user in this ou I received a MESSAGE of password doesnot meet complexity although I disabled it in the group policy and I blocked inheritance from the parent domain .and when I ran GPMC the report told me that it is empty.

Please give me a solution
