Applying computer settings error

Ok,

I have gone through and set up DNS and Active Directory but as soon as setup finishes it gets stuck on applying computer settings and wont go past that.

To get back in I have to reboot in safe mode with the active directory backup mode and remove the server as a domain controller and remove active directory.

I am using server 2003

Why is this doing this???
