Arcserve 11.1

I have just built a Windows 2000 Server, and part of the build uses Arcserve 11.1 for backing up. The server has a HP ultrium 232 tape storage device that is recognised both in device manager and CA Brightstar Arcserver. When i go into the device wizard it displays the drive but says “no media..” So when i push a blank brand new ultrium 1 200gb tape in it seems to wind or rewind, lights flash and is still not recognised. The tape then ejects itself.
Does anyone know what could be the problem?
