Are there Best Standard Programming Practices simular to building codes.

I would for the government, we often have programming requirement that are not as successful as one would like. I think it would be helpful to managers if there was a “best practices” code that would help monitor success. It you were building you would say, build IAW the NC or national building codes, that way you know you are getting a DB project built correctly.
