AS/400 Firewall issue….

Am trying to ftp a file to a ftp server out on the web but there this error.Connecting to host dsl-61-95-3-186.request.com.au at address X.X.X.X
using port 21.
Cannot connect to host dsl-X-X-X-X.request.com.au at address
X.X.X.X. Try again later.
Enter an FTP subcommand.
I supect its a firewall. Only bein using AS/400 for a bit, and dont know if it has a firewall or how to check or how to edit. Any one help.
