ASP script for creating a local windows user

I want to create a page on my IIS server for users to request the creation of a user for the FTP server.

So I need to find an ASP script that will ask the user to provide username and password he/she wants to use and automatically create the local user on the FTP server.

Does anyone know how to write such a script or where to get one.
