Assigning regional settings via a server

Hi,
I am running a server on 2003. The networked machines are all on 2000, and are set up for US Keyboard layout. I am in the UK and have UK keyboards, this causes a problem with the ? sign. I am trying to find a way to set the keyboard layout/regional options to UK rather than US on each machine from the server. Have looked through Active Directory and nothing is jumping out at me. I cant change each computer individually because the accounts used are locked down and no settings are saved on log out, if i log in as admin on them the settings do hold for the locked down accounts.

Anyone got any ideas?
