Auto-Archiving Outlook 2003 via G.P.

I am trying to setup a network location for auto-archiving. We are using Windows Server 03 and Outlook 03. I have downloaded the .adm template and set the Archive location to default to the user’s “Home” directory. When I go and check a users machine, the auto-archive location has not changed. Is there a way to do this from a central location so I do not have to physically go change 500 machines? ANy help would be greatly appreciated.
