Auto Reply for specific messages in Outlook 2003

I’m having a problem with rules in Outlook 2003. I specifically want certain emails when it comes in to be replied to then moved to a certain folder. Which I have set up. It works but only for the initial email that person sends. So if that same person sends another email, the email only gets moved to the specified folder and never replied to. Is there a way to have it reply every time. I was thinking of server based rules but not sure if that would work. We have Exchange 2007. If anyone can fill me in on setting a server based ruled it would be appreciated or letting me know of a way to have the emails replied to every time.
