Automatic Blind Carbon Copy

Due to regulations in the Financial industry, I must have the ability to monitor all outgoing emails. I figure the easiest way to accomplish this is to give all Branch Managers a second mailbox that will receive an automatic blind carbon copy of allemails sent out by users in their respective offices. Is this the best way to do this, and if so, how do I set it up?
