Automatically log off users

I’m working in large organization,we are using windows 2000 server,windows 2000 prof. and oracle application
many times i have an application’s update i need to send it to a users via group policy
so i need to log off the users to apply the policy
i search in microsoft technet but i did not found way to do that (i found a solution to automatically restart a workstation -this solution is not accepted in my org.)i work around by apply policy on the domian called Automatically log off users when logon time expires but when i change the time for users the users did not log off
so i need to know how to use this policy correctly or another way to log off users Automatically
