Backing up and Restoring IIS

I’m running IIS 6.0 with a few important sites, I need to be able to back up and restore the configurations and the metabase. Unless I’m reading it wrong you can’t restore to the server if it’s had it’s OS reinstalled or on a different server. Is the IIS migration tool the best way to take care of this or is there a better solution for backing up and restoring IIS?
