Bandwidth

I have two T1’s with different subnet address the one with 255.255.255.0 is currentlly used for the internal network plus our VoIP traffic. The new T1 with subnet address 255.255.255.248 we want to take the internal network from the old T1 and put on the new one and also allocate half the bandwidth from the new T1 to the VoIP traffic. So to sum it up I want to find a solution to give the VoIP 1 and half T1 and the remaining half to the internal network. can anyone help. Please.
