bandwidth control in delphi

i have designed a software that manages the overall operations take plcae in a coffee net.
and i’m going to add some addithional functionality such as bandwidth controlling and monitoring client systems through the network by the server system.
so if you are exprienced in delphi programming language, please suggst me some tick and trips or some kind of components can help m in this way.
