bandwidth distribution

I have two lease lines of 2mbps of a vendor with 14 public IPs and 2mbps of another vendor with a single IP(VPN). With the help of one Switch, Two Squid Servers and Firewall I have distributed it in the network of 500 PCs In a campus and 300 PCs in another campus.

Now I wish to constraint 150 PCs with 1mbps and 350 PCs with 2.5mbps bandwidth of full security and MAC binding. Similarly I want to do in second campus.
