Bandwidth usage / troubleshooting

Hi Everyone,

I have a problem that comes and goes with bandwith usage. With a demo of Network Probe(Objectplanet software) I can see what the traffic is that hits the NIC of the pc on which it is installed. I can pick up some epmap traffic which is incoming from washington.edu domain ip’s but even when these are not active we still experience slow links.

I tested ping for ip and name and some local sites in South Africa don’t even resolve!? So would I be correct in presuming that it is possibly not as much a traffic problem as a DNS server / or upstream ISP problem?
