Bandwith test result is good but real download only 10%

I need help regarding my internet connection. I’m using ADSL line – 384 Kbps – which I subscribe from PT. Telkom Indonesia.

The problem is, when I ping my bandwith, the download result is around 350 Kbps which I consider is good. But when I make real files download with Free Download Manager (www.freedownloadmanager.org), the download speed that I can see from the program status bar is only around 30 – 45 Kbps.

Is this normal? I have tried downloaded from different server simultaneously but the result still the same. I even have tried the different setting with the program, but the result still the same.

Anyone can help me, so I can get download speed around 300 Kbps?
