BartPE tool pe2usb creates an ISO image file

after installing BartPE, retreiving the 2 files from Windows Server 2003 SP1, and going thru this whole process to create a bootable USB UFD, the pe2usb formats the UDF to FAT, and creates an ISO image onto the flash drive
How can that possibly be used to boot a computer?
