Batmeter.dll linked to missing export.

I have a customer with a Compaq Presario running Windows 98 SE that gets the following message at startup, “BATMETER.DLL file is linked to missing export SETUPAPI.DLL:SetupDiGetDeviceInterfaceDetailA”. She is also missing the Power Icon in control panel and can’t change things like how long before her monitor goes to sleep, etc. Her restore CD will only let her do a format and restore her Compaq to factory specs. Any other suggestions? Thanks.
