Best Budget PC

So I am in the market for a new PC or laptop and cannot decide what to get. I am just ur average person with average technical knowledge. So what im looking for is something with high RAM, modern CPU hardware, i7s prefered but not a deal breaker. where could I find something like this for around $350?
